During the reporting period, the Perm Regional Human Rights Center was carried out in accordance with the Charter, in the following areas:
1. Organized citizens reception From January 1 to December 31, 2010 consultation on the protection of the human rights carried out 134 times, including 56 in places of detention. 1871 people found help in the Center during January 1 to December 31, 2010.
The following issues were the most popular: freedom from torture - 25%, the right to a fair trial - 22%, the situation of prisoners - 21%, liberty and security - 14%, health care - 11%, social security, disability, old age - 4%, fair working conditions - 2%.
During the reception, the Center analyzed the documents and assisted people in obtaining legal documents. Moreover, the Center developed recommendations and legal documents, printed regulations standards and laws. During the reporting period, the Center sent 296 legal requests and complaints to the authorities. From 296 requests, the Center received 173 responses from the relevant authorities and officials.
2. Social and legal patronage.In 2010, the Human Rights Center specialists provided legal support to 89 citizens (legal patronage); 166 violations of human rights were found. The Center provided services such as: references check, documentary and legal analysis, legal documents draft, court representation, and legal protection (specialists participated in 158 trials in 2010).
All patronage cases were opened in connection with human rights violations, including:
36 - relating to the protection of freedom from torture;
34 - concerning the right to fair trial and effective remedies;
33 - regarding the protection of prisoners;19 - relating to the protection of the right to liberty and security;
16 - regarding the protection of the right to health and adequate health care;
6 - relating to the protection of the right to life;
6 – relating to the protection of the right to social security;
5 - relating to the protection of freedom of employment and violation of the prohibition of discrimination;
3 - relating to the protection of the right to a nationality;
3 - relating to the right to housing;
2 - relating to property rights;
1 - concerning the right to compensation for damage from the authorities;
1 - relating to the protection of freedom of movement;1 - regarding to freedom of speech.
24 cases were dismissed, 15 of them were solved in the interests of the applicant,
4 - in connection with the exhaustion of remedies;
5 - the refusal of the applicant from further action. The remaining cases will be held nextyear.

3. Public control over the accessibility of the human rights
All the activities of public control in 2010 were conducted as part of the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region (first organized commission), established in accordance with the Federal Law of 10.06.2008 ¹ 76, which mandate ended December 8, 2010. Assisted, the non-profit organizations of Perm region distributed the information about the nominees to the new the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region. Also, the non-profit organizations provided methodical assistance in filling out documents to the citizens. The new Commission includes 9 members, 6 of them - members of the Perm Regional Human Rights Center. This Center supplied the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region, methodical, financial and other assistance.
Employees of the Perm Regional Human Rights Center, who worked in the Public Oversight Commission on Observance of the Human Rights in Places of Compulsory Keeping of the Perm Region visited 56 places of detention, including 18 institutions MIA, 37 correctional officers and a temporary military prison of the Department of Defense because they wanted to assist prisoners to achieve justice.
In all cases the employees of the Center analyzed medical and administrative documents, and interviewed the prisoners. Also, staff and management of prisons were interviewed.
The most common violation was the conferment of right to fair trial, prohibition of cruel and degrading treatment, rights of prisoners, the right to fair working conditions, violated the right to social security, due process rights, and violation of housing rights. Frequently asked questions were about the changes in legislation.
In the course of full-time and part-time receptions 187 legal documents were created (complaints, petitions). During the reporting period received 124 responses from the relevant authorities and officials. In 470 cases, upon the request of the clients, fragments of regulations and laws were printed and copied.
The Human rights issues in the detention facilities were discussed at five meetings of the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region, during the three roundtables held in conjunction with the Public Council under the Russian Head Department of the Federal Service of Punishment Executions of the Perm Region. During the two round table discussions among the members of the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region, 27 conclusions were made concerning human rights in the colonies by the members of the PMC. All of these conclusions were submitted to the relevant departments and administrations of the respective government agencies. For all the observations set out in the conclusions, the administrations took appropriate actions. POC point of view was presented at the International Conference "The Problems of the Human Rights in the Places of Detention", at the meeting of police in the Perm Region "On the Status of the Measures Taken to Respect Human Rights in the Police Institutions in Perm", and in the board meeting of the Russian Head Department of the Federal Service of Punishment Executions of the Perm Region of the Perm Territory.
4. Promoting access to justice. During the reporting period Perm Regional Human Rights Center has continued to provide free legal assistance to needy citizens. In the 10 legal aid centers located in 10 regional centers of the Perm region, 4780 consultation were provided. Consultants have participated in 134 trials in the interests of the citizens, to whom free legal help was provided.
5. Collection of the information about guarantees, violations and protection of the human rights in the region.
Center specialists prepared four following reports: “The Assessment of the Human Rights in Prisons in Perm”, “The Results of the Social Control in six Prisons in the North of the Perm region”, “Analysis of the Conditions in the Temporary Detention Centers of Internal Affairs of the Perm Region“, “The Complaints from the Citizens to the Perm Regional Human Rights Center Relating to the Right to a Fair Justice”. All of these materials were referred to the relevant government agencies (the Russian Head Department of the Federal Service of Punishment Executions of the Perm Region, the Head Department of Police Affairs of the Perm Region, the Perm Regional Court and the Council of the Judges of the Perm Region).
6. Human rights education, training activities. The following six lectures has been conducted In the institutions of the Russian Federal Service of Punishment Executions of the Perm Region: "The social control of members of the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region", "Labor rights of employees the Russian Head Department of the Federal Service of Punishment Executions of the Perm Region", "Problems of labor relations in the penal system", "Working with inmates in the colony", "About work of the Public Oversight Commission on Observance of the Human Rights in the Places of Compulsory Keeping of the Perm Region on the issue of the accountability of the colony", and "International requirements for the content of the prisoners". Four interviews were conducted with the staff and inmates in prison institution. Moreover, the Perm Regional Human Rights Center held 14 debates, 7 workshops, and 6 round tables.
Point of view of the specialists of the Perm Regional Human Rights Center was presented during their performance at the following events: "We Form a Legal Culture Together: the Interaction of the Government, Civil Institutions, Businesses and the public legal information centers", international conference "Legal aid - a Model of Cooperation Between the State and Civil Society: Foreign and Russian experience, "round table" The Specific Problems and Conflicts of Local Importance", and the seminar "The Practice of the European Court of the Human Rights in the Russian Legal System. Requirements to File a Complaint to the European Court of the Human Rights", and seminar "The Real Problems of the Housing Legislation: Eviction from Housing, Trade and Utilities".
7. Distribution of the information regarding human rights Total 145 press releases were posted on the web page and distributed in person. The Perm Regional Human Rights Center organized 30 expert interviews on human rights and freedoms. During the reporting period, the following six press conferences were organized:

02/10/1010: Discussion about the upcoming elections of the mayor of the Perm;
03/23/2010: Project "Improving Access to the Justice for Disadvantaged Groups”;
04/15/2010: Devoted to the situation with the Perm’s historical and architectural environment;
07/07/2010: Discussion about the direct election of the mayor of Perm;
02/12/2010: Debates on the methods of the new physical and mental pressure that have been used during the elections in Perm
The Perm Regional Human Rights Center published information on its web site and distributed the news in the media periodically.
8. Publishing activities.
1000 copies of the booklets about public reception of the Perm Regional Human Rights Center were published. 3000 copies of the booklets with the recommendations for filing the complaints of the citizens in the court, to the prosecutor and public authorities.
In the period under review were published 8 issues of the newspaper, 12 pages each, with total circulation of 56,000 copies.
